Cultivate Your Driver Qualification Records

Carries subject to the oversight of the Federal Motor Carrier Safety Regulations, (FMCSRs) are required to maintain a Driver Qualification (DQ) file in addition to conventional employee documentation. This holds particularly true for interstate drivers who drive a vehicle with a Gross Vehicle Weight Rating (GVWR) or Gross Combination Weight Rating (GCWR) exceeding 10,001 pounds.

The Driver Qualification file encapsulates records and papers to verify that the employee fulfills the safety, health, and competence prerequisites that are important for operating a Commercial Motor Vehicle (CMV). This encompasses owner-operators, who assume the dual roles of both employers and employees.

While obtaining these driver qualification records may be a time-consuming effort, it's a mandated requirement by the FMCSRs. Our comprehensive understanding helps ensure that your DQ records remain current and consistently compliant.

 

Components of a Driver Qualification File

Outlined below are the fundamental components that constitute a comprehensive Driver Qualification file:

  1. Employment Application

  2. Medical Examiner’s Certificate and note to confirm the doctor is on the national registry

  3. Copy of Driver’s License

  4. Road Test Certificate / or copy of CDL as an equivalent, if applicable

  5. Motor Vehicle Records

  6. Annual Driver’s Certificate of Violations, if applicable

  7. Annual Driving Record Review, if applicable

    Note: The following are additional records that should also be collected and retained according to the FMCSRs:

  8. Pre-Employment Drug & Alcohol Test Results

  9. Queries associated with the Drug and Alcohol Clearinghouse

  10. Drug & Alcohol Testing Program/Policy acknowledgement

  11. Previous Employer Requests & Responses

  12. Entry-Level Training, if applicable

  • Employment Application: The FMCSRs outlines the expectations of an employment application. Note: Owner-operators who are carriers are required to complete and maintain the form for self-assessment.

  •  Medical Examiner’s Certificate: To ensure drivers are medically qualified, this certificate stems from DOT medical evaluations, with renewal intervals varying based on health conditions.

  • Copy of Driver’s License: Confirming the possession of a valid state driver's license or CDL.

  • Road Test Certificate: Required for those operating doubles, triples, or tankers.  Copies of CDL’s may be obtained in lieu of road tests where appropriate.

  • Motor Vehicle Records: Records spanning the last 3 years of licensing in any state the driver held a license must be obtained. M and updated annually.

  • Annual Driver’s Certificate of Violations: A compilation of violations from the previous 12 months.

  • Annual Driving Record Review: Document showing the yearly review of MVRs and violations.

  • Pre-Employment Drug & Alcohol Test Results: Proof of negative FMCSA pre-employment drug test results.

  • Drug & Alcohol Testing Program/Policy: Documented FMCSA drug policy agreement.

  • Previous Employer Requests & Responses: Maintaining information about the last 3 years of employment interactions for DOT-regulated roles.

  • Entry-Level Training: Mandatory for drivers with less than a year of commercial driving experience.
