Driver Onboarding Checklist: Compliance Items to Cover in Week One

Onboarding new drivers is more than orientation—it’s the first line of defense in your compliance program. The FMCSA holds motor carriers responsible to confirm required documentation, applicable training, and verification steps are completed before a driver operates a commercial motor vehicle.

Below is a practical structured onboarding checklist addressing compliance items for the first thirty days of a driver’s employment.

Documentation & Verification

1. Employment Application Review

  • Confirm the driver’s application meets all elements of 49 CFR § 391.21.

  • Include 10 years of employment history for driving experience.

2. Pre-Employment Drug Test

  • Document collection and negative result prior to dispatch.

  • Confirm test was administered per 49 CFR Part 40.

  • Conduct the pre-employment clearinghouse inquiry and confirm the driver is “not prohibited.”

3. Motor Vehicle Record (MVR)

  • Obtain and review an MVR from each state where the driver held a license in the past 3 years.

4. Driver’s License & Medical Card Verification

  • Confirm CDL class, endorsements, and expiration dates.

  • Verify that the medical certificate is valid and current.

File Setup & Safety Policy Distribution

5. Create Driver Qualification (DQ) File

  • Include: CDL copy, applicable road test, MVR, Medical Card, previous employer safety history (if applicable), and signed application.

6. Distribute Driver Handbook & Safety Policies, if applicable for your operation

  • Document receipt of policies such as:

  • Hours-of-Service (HOS)

    1. Controlled Substances & Alcohol

    2. HOS processes for personal conveyance use

    3. Distracted Driving or other applicable FMCSR guidelines

7. Review Company Disciplinary Policies

  • Review potential consequences for falsifying logs, unsafe driving, or company violations.

System Training

8. ELD System Orientation

  • Consider providing training for:

  • Logging in/out

    1. Duty status changes

    2. Handling unassigned drive time

    3. Editing and certifying logs

9. Hours-of-Service Rule Review

  • Explain the 11-hour driving limit, 14-hour rule, 70/8 or 60/7 recaps, and required breaks.

  • Discuss short-haul exemptions if applicable.

Road Test & Supervisor Sign-Off

10. Road Test (unless waived under 391.33)

  • Conduct and document per 49 CFR § 391.31.

  • Include vehicle type used and road test mileage or time.

11. Supervisor Review

  • Confirm DQ file is complete, drug test is documented, and ELD profile is active.

Audit-Readiness Action Item

Confirm records are completed and filed. Include a dated checklist in the DQ file for future audit verification.
